This article lays out a pragmatic blueprint you can adopt—tool-agnostic, business-first, and ethics-aware.

Outcomes to target (12 months):

CoE defines platforms/standards; embedded analysts/partners sit in business units.
Use when: business lines differ, you need proximity to decisions without losing consistency.

C. Federated with Guardrails
Multiple teams building in parallel on a shared platform; strict governance on data/ethics.
Use when: large enterprise with many mature teams; speed demands parallel delivery.

Recommendation: Start CoE → Hub-and-Spoke as adoption grows. Keep platform, governance, data contracts, and ethics centralized.
